Background / Decision Summary:

 

Fulford school have applied to the Football Foundation for a grant to build a 3G pitch facility in the school grounds, improving facilities for pupils but also available for hire to the wider community and to the benefit of the local football clubs. The cost of the development is c£1.1m with c£700k coming from the Football Foundation.

The historic agreement between CYC and the school is to match fund their contribution using the S106 monies from Germany Beck set aside for sports improvements in the area. The school are providing £150k in funding. The cost of the facility has grown from the original quotes back in 2023, CYC have therefore agreed to help bridge the gap and are requesting increasing our contribution to £249k.

 

A community usage agreement is already in place with the school which will cover the community access of this facility as well as the existing sports hall and tennis/ MUGA facility all at the school.

 

Approval for £249k contribution required.

 

Options Considered:

 

Funding the development, which for a small amount provides a facility lacking in the area with the majority of funding provided by others.

 

Not funding and losing the facility. Football Foundation standard rules are that they will not fund more than 65% of a development.

 

Options Rejected:

 

Not Funding. The S106 monies available from Germany Beck are c£1.7m in total and this small portion will enable far greater investment into the area.

 

 

 

Consultation Process:

 

2022 public consultation on proposals for the usage of the sport and recreation monies. 2025 public consultation delivered by Make Space for Girls.
